After years of inflation, our libraries in Stevens County cannot maintain current services without additional revenue.
They have never received a levy lid-lift in 28 years.

NOT PART OF COUNTY GOVERNMENT
Although LOSC serves people throughout Stevens County, it is not a part of Stevens County government. It is a junior taxing district, similar to a fire district or a school district. However, it covers the whole county– serving fifteen school districts, 45,000+ residents, and seasonal visitors & travelers.

This is where we explore, learn, watch, and disseminate information throughout our lives - the access to lifelong learning and entertainment.
This is where you can ask questions and borrow resources - with your privacy protected.
This is where we can access free WiFi, computers, checkout a tool or game, improve your job skills, and more.
This is where book clubs meet, community gathers together, and friends socialize.

Imagine leasing a car that allows you to drive 10,000 miles in the first year. After that, you’re only able to increase your mileage by 1% each year—just 100 additional miles annually—regardless of changes in your commute or family needs.
Now, consider how life changes can impact your driving needs:
Combined, these changes can increase your annual mileage by 4,950 miles, far exceeding the modest 100-mile annual increase allowed by your lease agreement.
Over time, your allowed miles fall further behind, making it challenging to get where you need to go—not because you’re doing less, but because the limit hasn’t kept up with reality.
That’s how library funding works in Washington State. By law, LOSC property tax revenue can only increase by 1% per year—unless voters approve a levy lid lift. Even when demand grows or costs go up, the revenue limit stays the same. Over time, this has created a gap between what the library is allowed to collect and what it costs to maintain the existing level of services. Minimum wage - alone - has gone up 250% since the library district's creation
The Libraries of Stevens County Board of Trustees determined that the minimum levy increase to sustain library services for the next 10 years.
